Capitec were commissioned by Mercia Healthcare Ltd to carry out a HTM governance review at Hereford County Hospital. The hospital operates under a PFI agreement where Mercia Healthcare are the Project Company and outsource Hard FM service delivery to an external FM provider.
The review focused on compliance with Healthcare Technical Memorandum 00 Policies and principles of healthcare engineering and to provide an overview of compliance in relation to management structure, policies and procedures as described in HTM 00 and in specific suites of HTM documentation. The aim of the review was to provide all parties (Trust, Project Co. and FM Provider) with a high level top down review of engineering management and governance being provided by all parties and provides effective governance and assurance in the application of recommendations within the current suite of HTM documentation.
This approach highlighted gaps in governance and compliance, and recommendations were made. The report was met with acceptance from all parties and defined a clear route to improve management governance and compliance across all HTM disciplines.
